Dr. Geoffrey Leung serves as the Public Health Officer for Riverside County. At Riverside University Health System, he previously served as the Ambulatory Medical Director, Family Medicine Department Chair, and Medical Staff President. Dr. Leung is a Health Sciences Clinical Professor of Family Medicine at the University of California Riverside School of Medicine. He is currently involved in community wellness, integration of health services, and whole person strategies for promoting health. Dr. Leung is passionate about Community Health, Health Equity, Social Determinants of Health, and Population Health. He believes that the experience of the pandemic has reminded us that we are all connected and that we must move upstream to effectively protect and promote health. Dr. Leung completed his medical degree at Baylor College of Medicine, his Family Medicine training at Kaiser Orange County, and his Master of Education at Harvard. On a personal note, Dr. Leung is married and has two children (ages 10 and 13) who help ground and inspire him daily. Dr. Pabustan-Claar is currently the Managing Director for Riverside County’s Office of Integrated Services. She is responsible for coordinating the work of a multi-disciplinary leadership team to plan, implement and evaluate the countywide Integrated Services Delivery initiative for health and human services. Previously, she was the Managing Director for the Department of Public Social Services (DPSS) for three years, where she oversaw operations and planning for human services in the nation’s tenth largest county. Dr. Pabustan-Claar also headed Riverside County’s Adult Services, which included Homeless, Adult Protection and In-Home Supportive Services programs. Dr. Pabustan-Claar received her bachelor’s degree from the University of California, Riverside and obtained her master’s and Ph.D. degrees in Social Welfare from the University of California, Los Angeles. After beginning his career working in the District Attorney’s (DA’s) Office as a prosecutor, Van Wagenen opened a criminal defense law firm in 2000. As a specialist in criminal law, certified by the State Bar of California, Van Wagenen handled many of the County’s most serious and high-profile cases. During this time, he was often asked to serve as a Judge Pro Tem in the Superior Court, handling felony and misdemeanor matters. In 2011, Van Wagenen returned to the DA’s Office to serve as an Assistant District Attorney and was assigned the countywide administration of the office. To these relatively unique experiences (as the administrator of a large law office, a prosecutor, a defense attorney, and a judge pro tem), he added the Managing Director of Riverside County’s Economic Development Agency (EDA) in late 2014. Among other things, EDA works to enhance the economic position of the county’s residents and businesses. Van Wagenen lives with his wife and two children in the city of Riverside. Jeff Van Wagenen is the County Executive Officer for Riverside County. He has served the residents of Riverside County, in one capacity or another, for 25 years, including the last three years as Assistant CEO.
