World Elder Abuse Awareness Day, observed annually on June 15th, was established by UN resolution 66/127 to address the escalating global issue of elder abuse. With elderly populations increasing worldwide, abuse in its various forms—physical, emotional, sexual, financial, and neglect—poses a significant threat to health and human rights. The vulnerable nature of the elderly, compounded by fear and infirmity, often prevents them from seeking help or defending themselves. Consequently, elder abuse can go unnoticed, especially in isolated individuals or institutional settings. The UN advocates for raising awareness and prevention efforts, encouraging communities, media, and press to organize events highlighting the dangers of elder abuse and promoting avenues for intervention.

Understanding and communicating effectively with elder and dependent adults who are victims of abuse are necessary skills for Adult Protective Services, law enforcement, district attorneys, and other professionals. The presentation will cover new strategies for effective interviewing and include techniques that can be used for victims with cognitive impairments, developmental delays and limited verbal abilities. Participants of this keynote will develop a broader understanding of these unique populations and learn how to get the information they need when interviewing and assessing victims.

Gene Kennedy Sr. Public Information Specialist Riverside County Department of Public Social Services

Gene Kennedy is the Senior Public Information Specialist at Riverside County’s Department of Public Social Services (DPSS), where he has provided information and communications to the public and staff for four years.

After earning his Bachelor of Journalism degree at University of Missouri, Columbia, Kennedy began a career in television news in March 2000 in Iowa and Illinois. His career as a news reporter earned him various awards and unique assignments, ranging from breaking news and political coverage to human interest stories. After news reporting stints in the Midwest, Nevada, and Utah, he became the 5, 6 & 10 pm anchor at an NBC affiliate in Quincy, Illinois, where he moderated a statewide gubernatorial debate. After almost 20 years in broadcasting, Kennedy felt it was time to return home to Riverside, CA to be closer to family. Kennedy uses his journalism skills to manage media relations on behalf of DPSS and help the department communicate to the public how it’s improving the health, safety, and wellbeing of Riverside County residents. Kennedy lives with his wife and 12-year-old son in the city of Riverside.

Charity Douglas is the Director of the Department of Public Social Services in Riverside County, overseeing Children’s Services, Adult Services, and Self Sufficiency Services. The department is dedicated to the safety, well-being, health, and independence of Riverside County’s children, families, and adults. The department serves more than 1 million people each year. Charity has

over 20 years of experience driving supportive and innovative programming within multifaceted social service systems. She is driven by a belief in the transformative power of community partnerships. She is a passionate advocate for strengthening prevention and early intervention pathways to address poverty and combat abuse, particularly within the most vulnerable populations.

Barry Dewing Assistant Director, Adult Services Division Riverside County Department of Public Social Services

Barry brings over two decades of experience in Public Social Services to the table, with a career spanning various leadership roles and significant contributions to the field. Starting as a CPS Social Worker in 1998, he promoted to Supervisor at Orange County Social Services. His journey continued in 2005 when he transitioned to Riverside County as a Regional Manager within the Children’s Services Division, showing his adaptability and commitment to making a difference in diverse communities. In 2010, Barry expanded his impact by taking on the role of Regional Manager in the Adult Services Division, where he managed multiple regions and program operations. His leadership led to his promotion to Deputy Director in 2020, where he effectively managed operational regions and ensured the division’s continued success. Recently, in October 2023, Barry assumed the position of Assistant Director in Adult Services, continuing his reputation as a leader with a proven track record of driving organizational excellence. Beyond his professional achievements, Barry holds undergraduate degrees in Psychology and Sociology, along with a master’s degree in counseling psychology, underscoring his commitment to continuous learning and personal growth. Outside of work, Barry has been married to his wife for 26 years and has two young adult daughters. Barry finds joy in supporting his youngest daughter at lacrosse games, following his passion for welding, and immersing himself in the great outdoors.

Maureen DuMouchel has been a Riverside County Deputy District Attorney since 2006. She is assigned to the Major Elder Abuse Unit of the Special Prosecutions Region, where she prosecutes elder/dependent adult abuse and major fraud cases. She is a core member of the Riverside County

Elder Abuse Forensic Center, has taught law enforcement about Elder and Dependent Adult Abuse, and gives presentations to seniors regarding scams and fraud. Maureen DuMouchel has a Juris Doctorate Degree from Mc George School of Law degree and a bachelor’s degree from Loyola Marymount University.

Dr. David Franklin, PSY.D., M.H.A. Dr. David Franklin is a Full Associate Clinical Professor at the University of California, Riverside in the School of Medicine. He has beenwith the University

of California (UCR) system for the past 29 years and serves as Director of the Elder Abuse Forensic Center (EAFC) for the County of Riverside. Within this center, Dr. Franklin leads a team of approximately 20 core members from many different backgrounds and specialties to address concerns of elder and dependent adult abuse. This center is partially funded by the Victims of Crime and Abuse (VOCA) grant, which is federally funded for the protection of the elderly. Dr. Franklin leads as the Principal Investigator for this grant. Dr. Franklin has been working in the field of neurodegenerative diseases as both a clinician and researcher for 24 years and is a principal investigator on multiple studies investigating neurodegenerative diseases. Dr. Franklin’s practice within UCR School of Medicine focuses on neurodegenerative disorders as he works directly with neurologists and psychiatrists in the community for the care of these patients.

Don Sharp Undersheriff Riverside County Sheriff’s Department

Don Sharp brings over three decades of law enforcement experience to his role as Undersheriff. He began his career with the Los Angeles County Sheriff’s Department (LASD) in 1989, serving in various capacities within Corrections, Courts, and Patrol Operations.

In 1996, he transitioned to the Riverside County Sheriff’s Department, initially stationed at the Lake Elsinore Station. During his tenure, he served in Patrol Operations, as a Field Training Officer (FTO), and on specialized teams such as the Special Enforcement Team (SET) Narcotics and the Southwest Corridor Narcotics Task Force (SWCNTF). Promoted to Sergeant in 2001, Don oversaw a state task force combating narcotics trafficking and managed projects aimed at assisting children in domestic violence situations. As a Lieutenant from 2012, he held roles at the Robert Presley Detention Center and the Jurupa Valley Station, including administrative duties and leadership as Assistant Chief of Police for Jurupa Valley. In 2017, Don rose to the rank of Captain, managing the Coordinated Custody Management Unit (CCMU), overseeing various inmate programs and realignment efforts. Promoted to Chief Deputy in 2019, he supervised corrections support divisions and jail facilities. Subsequently, appointed Assistant Sheriff, he continues to provide strategic leadership. Don holds a Bachelor of Science in Organizational Leadership from Azusa Pacific University and is a graduate of the Sherman Block Supervisory Leadership Institute (SLI) Class 207. He is married with two adult children, one serving in the United States Coast Guard and the other employed by the Federal Bureau of Investigation. He was appointed to his current rank as Undersheriff on June 30, 2022, by Sheriff Chad Bianco.

We will explore various techniques and highlight the prosses followed by financial institutions when a request for documents ismade, findout what resources are available to help you navigate difficulties, and provide insight into financial institution due diligence and FinCEN advisories, highlighting behavioral and financial red flags in suspected EFE cases. Documenting your Elder Abuse Case/ Investigation Breakout Session 1: 10:10AM- 11:10AM Elder/Dependent Adult abuse investigations are extremely challenging. This training will discuss tips, examples, and investigative strategies to make sure your Adult Protective Services (APS) or law enforcement cases contain all the necessary information. Leading the Next Generation of Adult Protective Services Social Workers Breakout Session 1: 10:10AM- 11:10AM As the workplace continues to evolve, leaders today need to develop skills for the rapidly changing expectations of the future workforce. Leadership in today’s workplace demands adaptation to new ways of thinking and engaging. Conventional approaches to leadership are quickly becoming outdated whereas Strengths-Based Leadership continues to rise. Based upon research from Gallup, this workshop encourages leaders to develop a strengths-based mindset by transitioning to a coach. Leaders will explore the five traits of great leaders and develop an action plan to immediately implement them in their leadership role.

The acceptance of sexuality and a diversity of relationships in older adults has increased in recent years, however, stereotypes remain today related to pathophysiology, culture, and social expectations which can negatively affect older adults’ sexual activity, and their search for meaningful and fulfilling relationships. This session will focus on a better understanding of sexuality in later life, the changes which occur in sex and relationships in older adulthood, and how we as professionals can address clients’ diverse needs and better support older adults to help prevent sexual abuse and avoid negative connotations related to elder sexuality.

Riverside County Sheriff: Special Needs Reunification Program Breakout Session 2: 11:20 AM – 12:20 PM Special Needs Reunification Program is designed to assist in the timely reunification of loved ones who may become displaced from their homes, the program can provide law enforcement crucial information about the registered person even before we arrive at their residence. Individuals with Autism, Dementia, Alzheimer’s Disease and Down Syndrome are examples of members of our community who might benefit from this registry. The registry will assist law enforcement personnel by providing critical information, including emergency contact information, detailed physical descriptions, and photographs. An individual’s communication abilities, routines, behaviors, and other helpful information also may be entered to assist law enforcement. The Growing Issue of Financial Exploitation in our Vulnerable Adults Breakout Session 2: 11:20 AM - 12:20 PM A June 2023 report from the American Bankers Association noted: “According to the Federal Bureau of Investigation’s (FBI) Internet Crime Complaint Center, victims reported more than $3.1 billion in losses from elder financial abuse in 2022, which represents an 84% increase from 2021.” Learn how our firm has helped Kansas and Nebraska identify and quantify potential misappropriated funds from the vulnerable adult’s bank accounts, 401K’s, insurance proceeds, etc. We will go over the language which Kansas and Nebraska use in their request for bank records with the audience and potential other resources that are made available to investigators. In addition, we will go over a few cases we have worked on to illustrate the work performed to identify items such as multiple transactions on the same day and same amount, transactions that might be overlooked, and how we illustrate our findings to the investigators, etc. It is essential we continue to gather this kind of data to illustrate just how enormous financial exploitation is happening to our vulnerable adult population, and the lack of funding that is available to the states to combat this type of fraud.

Interview and Interrogation Techniques for Elder Abuse Victims, Witnesses, and Suspects Breakout Session 3: 1:50 PM - 2:50 PM In this lecture, attendees will explore the spectrum of neurodegenerative disease states that profoundly impact cognition and functioning. Dr. Franklin will guide discussions on the distinctions between mild and major neurocognitive disorders, delving into prevalent neurodegenerative illnesses such as Alzheimer’s Disease, Vascular Dementia, Frontotemporal Lobar Dementias, Parkinson’s Disease, Lewy Body Disease, and other less common conditions. The session aims to aid in distinguishing the diverse symptoms associated with each disease state, alongside an examination of the terminal nature and time course of these conditions. Additionally, participants will engage in discussions surrounding treatment options for these illnesses, considering potential variations in therapeutic approaches. Attendees will also have the opportunity to define the different types of neurodegenerative illnesses, gain an understanding of the symptomatology inherent to these diseases, explore various assessment tools to aid in defining different illnesses, and examine the costs and expenses associated with caring for individuals with dementia. Furthermore, they will understand the trajectory from initial diagnosis to end-of-life care and learn the basics and interpretation of the Montreal Cognitive Assessment (MoCA). When Special Days Make You Stressed: Helping Older Adults Cope Breakout Session 3: 1:50 PM - 2:50 PM Led by a licensed therapist, this educational workshop normalizes the feelings of sadness and worry that older adults may experience leading up to special events (holidays, anniversaries, etc.). The presentation will provide information regarding the Riverside County District Attorney’s Real Estate Fraud Task Force. We will describe what constitutes Real Estate Fraud and explain the role of notaries and how they relate to Real Estate Fraud investigations. We will discuss the current trends of Real Estate Fraud, Investment Fraud, Crypto Currency (pig butchering), and Romance Scams, describing best practices for front line responders when confronted with fraud-related cases. At the end of the presentation, we will provide a case study culminating with the provided information and open for Q & A. Tools to Support Interdisciplinary Approaches to Elder Abuse Intervention and Prevention Breakout Session 3: 1:50 PM - 2:50 PM Given the nuances of elder mistreatment, a multidisciplinary team (MDT) coordinated response is considered a best practice approach to address the multifactorial needs of older adults who experience abuse. To better equip MDT professionals with the tools they need to support older adults, the National Center on Elder Abuse (NCEA) has developed a series of educational and practice-based resources. The “Tips and Tools” series provides guidance on person-centered, trauma- informed, and culturally responsive approaches to working with older victims. Similarly, the Elder Abuse Guide for Law Enforcement (EAGLE) has developed complementarymaterials to meaningfully engage older victims. EAGLE tools include tips on interviewing older people with dementia, collecting evidence, and documenting indications of abuse. Through previews and discussion of materials and an interactive case study and skills application approach, the audience will learn about the NCEA and EAGLE’s resources and how to integrate these strategies into practice to optimize outcomes for older victims.

Caregiver Support Program: A Light at the End of the Tunnel Breakout Session 4: 3:00 pm - 4:00 pm This workshop’s focus would be on the Caregiver Support Program (CSP), a new and growing resource available to caregivers of Veterans. This program is a clinical service offered through Veterans Affairs Hospitals (VA) across the nation, and offers support, education, resources, and outreach to caregivers. The program has recently expanded to provide services to Veterans from all service eras, which has allowed us to grow and support more members of the elder community. In order to ensure caregiver and Veteran wellbeing, the program implements many opportunities to monitor participant safety and ensure that the program is in the Veteran and caregiver’s best interest. This workshop will highlight the history of the program, the supports offered through CSP and how the program monitors participant safety.

The presentation will discuss the meaning of the CARE Act, who is eligible, timelines of the program, how to petition for CARE, and alternatives for those not eligible. We’ll also discuss the services that the CARE Act recipient can be provided, as well as the successful completion of the CARE Act program.

Intentional aging embodies a deliberate and purposeful approach that challenges ageism and reshapes our perceptions of growing older. In this training session, participants will explore the concepts of ageism and intentional aging, gaining a deeper understanding of how intentional living can not only improve the quality of life but also extend one’s lifespan. Through an examination of the impact of intentional aging on longevity, attendees will uncover strategies to enhance overall well-being and vitality. Additionally, the session will delve into the pervasive issues of loneliness and isolation among older adults, sparking discussions on effective ways to foster social connections and combat feelings of isolation. Furthermore, participants will explore the intertwined concepts of independence and fulfillment, considering how intentional living can contribute to a sense of purpose and satisfaction in later life. By embracing intentional aging principles, attendees will gain valuable insights and tools to navigate the aging process with resilience and purpose. The presentation will comprise of an overview of the Public Administrator’s role in a decedent’s estate and disposition management. The presentation will also cover Elder and Dependent Adult Abuse issues (physical and financial), concerns, laws that protect victims and their estates and tactics to hold those accountable who commit these crimes, as well as factual case examples/success stories. The presentation will also discuss different testamentary documents and legal documents such as trusts, wills, powers of attorney, durable power of attorney for health care, etc. The presentation is designed to share information and resources with other agencies who should refer cases to the Public Administrator, and to provide general information about laws, crimes, and restitution methods for recovery and accountability techniques. Ricky Esquivel, initially joined the National Center on Elder Abuse (NCEA) as a student volunteer while obtaining his bachelor’s degree in human development and aging and master’s degree in medical gerontology, both from the USC Leonard Davis School of Gerontology. In his current role, he serves as a Research Assistant for the NCEA and the Elder Abuse Guide for Law Enforcement (EAGLE) project. He combines his interest in medicine with his passion for the care of older adults to spread awareness and prevent the abuse, neglect, and exploitation of older adults.

Maureen DuMouchel has been a Riverside County Deputy District Attorney since 2006. She is assigned to the Major Elder Abuse Unit of the Special Prosecutions Region, where she prosecutes elder/dependent adult abuse and major fraud cases. She is a core member of the Riverside County Elder Abuse Forensic Center, has taught law enforcement about Elder and Dependent Adult Abuse, and gives presentations to seniors regarding scams and fraud. Maureen DuMouchel has a Juris Doctorate Degree from Mc George School of Law degree and a bachelor’s degree from Loyola Marymount University.

Dr. Wael Hamade is a board-certified Geriatric medicine physician and Chair of the Division of Geriatric Medicine at RUHS, Medical Center. In addition, he is the Director of the Geriatric/Dementia Clinic and is the lead consultant for the Geriatric Trauma Service at RUHS. He also serves as the Associate Director of the Riverside County Elder Abuse Forensic Center. Dr. Hamade specializes in providing comprehensive care to seniors and treats many health concerns related to aging, including Alzheimer’s disease, frailty, falls and medication management. As a faculty physician and resident advisor, he enjoys mentoring medical students and residents at the RUHS Medical Center. Dr. Hamade is a fellow of the American Academy of Family Medicine and American Geriatrics Society. As an expert in his field, Dr. Hamade will discuss how the health of our aging population poses both challenges and opportunities for our community to promote healthy aging. Dr. Hamade will present practical early intervention strategies which aim to prevent abuse amount the elderly and dependent adults in our community. He has been with the University of California (UCR) system for the past 29 years and also serves as Director of the Elder Abuse Forensic Center (EAFC) for the County of Riverside. Within this center, Dr. Franklin leads a team of approximately 20 core members from many different backgrounds and specialties to address concerns of elder and dependent adult abuse. This center is partially funded by the Victims of Crime and Abuse (VOCA) grant, which is federally funded for the protection of the elderly. Dr. Franklin leads as the Principal Investigator for this grant. Dr. Franklin has been working in the field of neurodegenerative diseases as both a clinician and researcher for 24 years and is a principal investigator on multiple studies investigating neurodegenerative diseases. Dr. Franklin’s practice within UCR School of Medicine focuses on neurodegenerative disorders as he works directly with neurologists and psychiatrists in the community for the care of these patients.

Stacie Hernandez has been employed with the Riverside County District Attorney’s Office Bureau of Investigation since September of 2007. She has been assigned to the eastern region of the county and has worked in various assignments including Trial Preparation, Subpoena Unit, Prison Crimes, the Cannabis Regulation Task Force and has been in her current assignment with the Real Estate Fraud Task Force since 2016. Stacie was formerly employed by the Superior Court for ten years with various assignments, her last being a Probate Examiner/ Investigator before moving to the District Attorney’s Office. Stacie has been a member of the C.A.R.E. team since 2016 and has assisted with elder abuse investigations. She has presented to many of the local law enforcement agencies, individual C.A.R.E. Team meetings, has been a trainer and coordinator for the District Attorney’s Office Non-Sworn Academy, as well as presented information regarding Sovereign Citizens at the California District Attorney’s Investigators Association (CDAIA) annual conference.

Mila Lilien, MAG Community Health Worker SCAN Health Plan Mila Lilien is currently the Community Health Worker for the Insights Mental Health Program at Independence at Home. She received her bachelor’s from the University of California, Irvine in English and Russian, and her master’s of gerontology fromCalifornia State University, San Dominguez Hills. She previously worked as a Lead Resident Service Coordinator in low-income housing for 16 years, focused on helping seniors and disabled adults remain independent and safe in their own homes. She earned her Certified Case Management License (CCM) in 2016 and has beena speaker at several national conferences focused an aging and working with seniors. She also earned her Mental Health First Aid Instructor credentials in December 2019, teaching classes within her organization, as well as in the community. In addition, Mila works in outreach efforts throughout California to spread the word on Independence at Home programs and services.

Melissa Parks has over 25 years of experience with Medicare/Medicaid billings,healthcarerelatedconsulting audits and forensic accounting analysis, including over twenty years of work with Department of Justice/ Federal Bureau of Investigation (DOJ/FBI). She is currently involved with numerous health care fraud investigations and litigation support service engagements and has worked on over 100 criminal fraud investigations. She has extensive trial testimony experience including testifying in over 30 federal criminal trials, sentencing hearings, and providing non-testimony assistance for trial teams. In addition, Melissa is the Principal that oversees the Adult Protection Services forensic audit work to determine the breadth of financial exploitation on Involved/Vulnerable Adults. She ensures the forensic audits meet the needs of the investigators and to help quantify the misappropriated funds. Financial exploitation of vulnerable adults and the elderly continues to be a growing issue and the work performed is essential to determine the extent the individuals have been exploited or compromised. She oversees the analysis to ensure potential misappropriated funds are identified, other items of note are communicated to the investigators and recommendations are prepared and submitted to the investigator.

He is a Staff Development Officer and trainer for Leadership Development with Riverside County Department of Public Social Services, developing leaders at all levels of the organization within the Adult Protective Services, Children’s Services, Self-Sufficiency, and Administration divisions. Jean Sigaran, MSW, LCSW LCSW Veterans Affairs Jean Sigaran began her career as a social worker during her time as an undergraduate at the University of California, Riverside. After graduation, she joined the Peace Corps where she served as a volunteer in El Salvador for two years. Upon return from her time abroad, she completed a master’s in social work degree from California State University, San Bernardino. She has worked in medical social work for over 10 years and now works for the Caregiver Support Program with the Veterans Affairs Hospital.

Before joining the County of Riverside, Uhlenkott worked as a social worker at Century City Psychiatric Hospital in Los Angeles, Family Caregiver Alliance in San Francisco, and at the Desert AIDS Project in Palm Springs.
