First Year Budget In its first year, the total budget for the Riverside Welfare Department was $4,425.51 according to the County of Riverside Fiscal Year 1923/24 Annual Report. Today, 100 years later, the Department of Public Social Services Finance and Forecasting Division manages a budget of more than $1.5 billion that supports programs serving nearly 1.2 million Riverside County residents annually.
