Licensed Homes When the Riverside Welfare Department was established in 1923, no inspected and licensed homes for children existed in Riverside County. By 1954, 327 licensed daycare and fulltime homes were operating. Today in Riverside County, there are 1,459 state-licensed foster, small family, transitional and short-term residential therapeutic homes capable of serving multiple youth.
