Children of the Storm In 1972 a groundbreaking book entitled “Children of the Storm: Black Children and American Child Welfare,” brought national attention to the over representation of Black children in the U.S. child welfare system. Today, Children’s Services is focused on equity in its practices and decision making and eliminating the disproportionate number of Black children in Riverside County’s child welfare system.
