Public Funds Changes in federal regulations in 1973 required social service agencies, including DPSS, to improve their capability of reaching a prompt determination of aid paid pending and other fair hearing issues. The changes were implemented to avoid “unnecessary expenditure of public funds to persons who might otherwise be ineligible to receive such aid.”
