The data for CalFresh shows an upward trend between March 2020 and June 2020 but has been gradually trending down ever since in alignment with pre-Covid trends.

Although the number of monthly averages of persons served through CalWORKs are trending down, this is a caseload trend observed in the past decade. Workforce training and reentry programs are projected to increase as the state expands self-sufficiency resources in the new budget year.

In July 2018, the number of persons served grew tremendously due to program eligibility changes. Since then, it has been trending down, with the most notable drop in May 2020 where 3,903 persons were served in General Assistance. An uptick could be seen later in 2021 when federal pandemic unemployment benefits expire.

The monthly average of Medi-Cal persons served is on an upwards trend. This is also a caseload trend observed in the past decade as part of California’s broad expansion of health coverage to vulnerable populations. Enrollment is expected to increase as the state broadens eligibility for the Medi-Cal program.
