Administrative Services Division Operations and Infrastructure Support Branch Technology Administration Teams Champion County Needs and State Collaboration

The Office of Technology Administration and Management (OTAM) strengthens county operations by making sure Riv erside County’s program needs are rep resented, understood and acted on at every level. The office brings together several specialized units, including Pro gram Technology, the Electronic Bene fits Transfer (EBT) Theft Team, the Chil dren’s Services Systems Support Unit

(CSSU), CARES Team and two county consultants who partner with the state on the development of the Child Wel fare Services - California Automated Re sponse and Engagement System (CWS CARES). As part of the Operations Infrastructure Support Branch in the Administrative Services Division, these teams serve as

leads, liaisons and advocates for county business requirements. They routinely participate in statewide meetings where they raise local needs, evaluate upcom ing system changes and gather critical information. The teams then share that information with county executives and stakeholders to support planning, deci sion making and service delivery.

Children’s Services Systems Team Enhances Data Quality and Support for Families

The CSD Systems Support Unit (CSSU) began providing significant support in preparation for the October 2026 launch of the Child Welfare Services – California Automated Response and Engagement System (CWS‑CARES). CWS‑CARES is designed to modernize and streamline child welfare technology statewide, im

proving data accuracy, case manage ment efficiency, and overall service de livery. The CSSU‑CARES team oversees the core tools staff in the Children’s Services Division use every day, maintains system security, and ensures workers can ac

cess what they need without interrup tion. Team members collaborate with statewide partners to support readiness efforts, coordinate communication, and prepare staff for the transition to the new system.
