New Quality Assurance and Risk Compliance Branch Guides Department Programs and Advocacy

Quality Assurance Risk and Compliance, led by Deputy Director Matt Daniels, de livered meaningful early impacts in Fis cal Year 2024/25 as the newly formed branch worked to align DPSS policies, practices and procedures with the regu lations that guide the department’s pro grams. The branch focused on building a foundation that supports quality, con sistency and compliance, incorporating stakeholder input as a vital building block into effective policy development.

QARC provides policy development and support for Self Sufficiency programs, Children’s Services and departmentwide administrative needs, helping ensure staff have the guidance and resources required to serve vulnerable children and families accurately and effectively. The branch also oversees DPSS compliance with Civil Rights laws and regulations, including investigating customer Civil Rights claims and assisting with mitiga tion strategies to reduce potential legal or financial risk to the department.

Looking ahead to Fiscal Year 2025/26, QARC will continue strengthening part nerships and expanding its services across all DPSS divisions. The branch will take over as custodian of records for Children’s Services, assume responsibil ity for quality review and analysis, gov ernment affairs and legislative advocacy, collaborating with the County Executive Office and policymakers to help shape laws and regulations that align with the mission and values of DPSS.
