Action and Advocacy Create Pathway to Permanent Housing
Adult Services continued strengthening its homelessness response through two complementary initiatives: the Crisis Re sponse and Intervention Services (CRIS) team and the Housing and Disability Advocacy Program (HDAP). Working to gether, these programs provide housing navigation, benefits advocacy, and in tensive case management to older and disabled adults who are experiencing homelessness or who are at risk of losing housing. CRIS and HDAP operate as a coordinated safety net, meeting clients where they are and addressing the complex barri ers that prevent vulnerable adults from The CRIS team delivers rapid intervention and housing navigation for APS clients experiencing homelessness or facing imminent housing loss by coordinating emergency shelter, benefits access, and housing resources. Alexander,19, and his mother, Vina, became homeless after losing their Palm Springs apartment. As an In-Home Supportive Services recipi ent, Alexander relies on his mother as his caretaker. Their sudden displacement left them without stability or support. CRIS stepped in quickly, connecting them to affordable housing options and helped them relocate to a mobile home park where they could regain safety and continuity of care.
Through close collaboration with com munity partners, health systems, behav ioral health providers, and local housing resources, the Adult Services Division is building a unified, person-centered homelessness response. This integrat ed approach ensures that older and dis abled adults receive not only crisis inter vention but also the long-term support necessary to rebuild stability, safety, and independence. Together, CRIS and HDAP are transforming how Riverside County supports its most vulnerable residents, ensuring that no one facing homelessness is left to navigate the path to safety and stability alone.

Veronica, 82, experienced homeless ness for three years after relocating from Texas without family support. Referred to CRIS in August 2024, she received intensive case management and hous ing navigation that ultimately led to her
moving into her own apartment in April 2025. Through compassionate action and strong partnerships, CRIS continues to help seniors and dependent adults move from crisis to stability.
