The Curtailing Abuse Related to the El derly (C.A.R.E.) program plays a vital role in protecting older and dependent adults by confronting one of the most pervasive and fast evolving threats they face: consumer fraud and scams. In FY 2024/25 alone, the program managed more than 3,000 cases, including more than 2,500 tied directly to financial ex ploitation, signaling both community vulnerability and the need for coordinat ed prevention. C.A.R.E. responded with The Adult Services Division partnered with the Riverside County Elder Abuse Forensic Center to host the Law En forcement Summit in October 2024 at the Ben Clark Training Center, bringing together law enforcement professionals and community leaders from across the county for a full day of learning, connec tion and collaboration. Participants engaged in targeted train ing sessions focused on strengthening core investigative skills, including finan cial and cybercrime investigations, inter
a comprehensive approach, equipping mandated reporters, law enforcement, and the public with the tools to recog nize and stop abuse before it escalates. Through targeted trainings, widespread community outreach, and strong in teragency collaboration, the program strengthened Riverside County’s safety net and built a more informed, vigilant, and resilient community for older and dependent adults.

Law Enforcement Summit Unites Partners to Protect Vulnerable Adults

The Elder Abuse Forensic Center is a cornerstone of the county’s response to elder abuse, providing coordinated medical, forensic and victim support services for seniors facing financial exploitation, physical harm or neglect. The center connects geriatricians, psychologists, social work ers and law enforcement personnel to investigate, gather evidence for prose cution, and provide comprehensive care to victims.
The summit offered a critical forum for open dialogue, allowing professionals to share strategies, examine emerging trends and reinforce a unified approach to protecting older and dependent adults. Through this coordinated effort, attendees deepened their understand ing of each agency’s role, available ser vices and operational processes, un derscoring the importance of sustained collaboration in safeguarding vulnerable residents.
