Angela Rosato, MAM Coordinator Riverside County Elder Abuse Forensic Center

Angela Rosato currently serves as Coordinator for the Elder Abuse Forensic Center with the Riverside County Department of Public Social Services, Adult Services Division. Angela has 14 years of professional experience in the adult protective services field specializing in Multi-Disciplinary Team facilitation. Angela received her Bachelor of Arts in Sociology with an emphasis is Social Work fromCalifornia State University, San Bernardino. She then earned her Master’s Degree in Management from the University of Redlands, School of Business. She holds a Certificate in Aging from the Boston University, School of Social Work. Prior to her work with Riverside County EAFC she served as a District Coordinator for Riverside County DPSS, Adult Services Division, CARE Program (Curtailing Abuse Related to the Elderly), an award-winning programwhich leads and facilitates MDT meetings, elder abuse training, along with outreach and advocacy for elder and dependent adult victims of consumer fraud and abuse. Angela is also a P.O.S.T. Certified Instructor and participates in trainings and outreach on the topics of elder and dependent adult abuse investigations and the EAFC. She also currently represents her department as grant partner of OVW (Office on Violence Against Women) and serves on a multi-disciplinary team with the Riverside County Sheriff’s Department, which provides assistance for victims of sexual assault and domestic violence-including APS clients. The grant partnership focuses on training, policies and programs aimed to enhance communication, victim safety and response. Nationally, Angela serves as Chairperson of the Regional Representative Advisory Board for the National Adult Protective Services Association and is the NAPSA Regional Representative for California.

Raquel Teano Supervising Fraud Investigator POST Certified Instructor Riverside County Department of Public Social Services

Raquel Teano obtained a bachelor’s degree in criminal justice from California State University, San Bernardino.

While attending college, Raquel Teano worked for Sears as a Loss Prevention Agent. After graduating college, she was hired by Lowe’s as a Loss Prevention Hazmat Specialist, and soon promoted to a Loss Prevention Hazmat Manager. While at Lowe’s, she was responsible for protecting company assets. She conducted undercover surveillance which resulted in catching several internal employee thefts. She worked for Lowe’s for almost three years, before being hired by Riverside County Department of Public Social Services. She began her career with Riverside County as an Investigative Tech, after three years she applied and was promoted to Welfare Fraud Investigator. She attended and graduated from the Sheriff Academy at Ben Clark Training Center. As a sworn Fraud Investigator she filed several fraud cases for prosecution and she has worked with several outside law enforcement agencies. She recently promoted to Supervising Fraud Investigator and oversees the EBT/CPS Unit. She and her team have removed over 150 skimming devices in Riverside County since April 2022.
