Staff Development Fifty years ago, Staff Development announced a major investment in a 14-week training service for managers entitled “Commitment to Excellence.” Training priorities at that time included Child Protective Services, and Adoptions for Older Children. “Employee development is viewed as an investment in human capital on which a return is expected in terms of reduced cost to the taxpayer and improved service to agency clientele,” the department’s 1973 annual report stated.
