C.O.A.S. In 2001, the California State Legislature adopted Assembly Bill (AB) 636, the Child Welfare System Improvement and Accountability Act, which established the California Outcomes and Accountability Systems (COAS). To improve child welfare outcomes for children and families, COAS required all 58 counties to develop and maintain a System Improvement Plan (SIP). Riverside County’s most recent SIP was adopted this fiscal year.
